Proposed Bill that's Dead in the Water

Giving Congress the right to sue over presidential signing statements that state that Our Leader will refuse to obey the law he's signing.

Query: It gets passed and W signs it and the signing statement says he will not obey it? Don't we have a suitby Congress and a countersuit or defense that the law is constitutionally illegal?
